How do I get markets to give me their left over fish? I recycle fish for gardening use?

Fish is really good for gardening but I don’t want to buy a whole fish when I’m sure tons of left over fish go to the dump. How can I get small local markets to give me their left over fish?
They probably will not give them to you. However, you can usually put in a bid for their scraps. The local fish markets where I live have a fertilizer company that pays about $100 per ton of waste and they pick it up once a week from each market. You probably wouldn’t need a ton at a time so you may be able to work out a deal on smaller quantities, say a 5 gallon bucket for 3 or 4 dollars. You would probably need to provide your own buckets, too. Another option if you live near a lake is to set up a fish cleaning station near the boat ramp. You could charge a small fee, say .25 or .50 cents per pound and save the scraps yourself. Of course, you may have to buy a license to operate such a business. You would need to check with your local business license office and the lake or game warden to assure you are operating legally.
