Yes fluorescent lights will work just fine for your project. When we are starting seeds, cuttings or over wintering tender plants here in our business we use them and have a 95% success rate even with some of our more difficult seeds. One thing to remember is that fluorescent lights of any type will only be good for this use for one year. After that they do not produce enough of the right light for plants to grow properly. However you can still use them in other fixtures and areas of your home.

I am also starting an indoor garden this year, I was just planning on using a space with alot of windows, to do my part, you know cutting down on electricity. I think if you have enough natural light you shouldn't really need any other light.

Fluorescent lights are fine as long as you realize they have some limitations. I'm referring to flowering plants which may need more light. It's always best to include a description and/or photos of the types of plants you intend to grow

yes any flourescent will work for growing plants indoors according to Martha Stewart, she spoke about that topic on her show as a money saving tip not long ago. I have a ivy type hanging plant in my living room, I changed out all of my light bulbs to the compact flourescent bulbs and the ivy is doing great with them for the last couple of years. I never set it out in the sun.
